Officers respond to smoker at RJF Hall

On Wednesday, May 15, at 6:23 p.m., the Grand Rapids Community College Police Department was dispatched to Raleigh J. Finkelstein (RJF) Hall in reference to a report of a disorderly male. GRCC Dispatch was advised by a GRCC employee that someone was in front of the RJF Hall main doors yelling.

An officer made contact with the person outside door 12A. The officer who first arrived at the scene reported that the person was smoking what appeared to be marijuana. GRCC Police told the person to put away whatever he was smoking as GRCC is a smoke-free campus. The person put away the item without incident. The person appeared calm and was not resistant to officers or yelling as reported.

The officer asked the person if he was a student, and he stated he was not. Police explained to him that they were called to reports of him yelling and behaving erratically. The person argued that he was not yelling. The officer asked him what he was doing on GRCC’s Campus, and he stated he was “just passing through and hanging out.” They advised the man that if he was not a student then he was not allowed to be on campus. The officer asked if he knew this, and he stated he did not know this fact.

The man stated he has never had a Michigan Driver’s License, so he did not come back on a Law Enforcement Information Network (LEIN) Secretary of State (SOS) search.

There was a National Crime Information Center (NCIC) warrant hit associated with his name out of the state of Georgia for failure to appear for Vice Chief of Staff of the United States Army (VCSA), but was far out of pickup range. The physical description that accompanied the warrant did match the person’s physical appearance.

Police gave him a verbal warning that he was trespassing on GRCC property. Police explained that GRCC property was denoted by the blue, yellow and white placard signs. The man was also told that if he returned to campus, he would be subject to arrest. The man said he understood.
